ABOUT PS-DBM


Mission

The Procurement Service is committed to assist government in the
judicious management of its financial resources.

In fulfillment of this commitment, the Service dedicates itself
to the implementation and maintenance of an integrated procurement system
so designed as to ensure economy, convenience and efficiency in the acquisition of goods for the government.

It shall provide government agencies service of the highest standard.

The Service shall maintain a dynamic team of motivated and goal-driven professionals
united in vision and action and working in an atmosphere that fosters personnel development.


Legal Bases

The Procurement Service (PS) was created on October 18, 1978 by virtue of Letter of Instructions (LOI) No. 755 which directed the establishment of an integrated procurement system for the national government and its instrumentalities. The mechanics of the PS system were earlier tested and validated from 1976 to 1978 in an experimental implementation of a centralized form of procurement on a limited basis.

On July 28, 1987 the President issued Executive Order No. 285 reiterating the mandate of LOI 755 by abolishing the General Services Administration and transferring the procurement and price monitoring functions of the Supply Coordination Office to the PS. Subsequently, on June 02, 1989 the President issued Executive Order No. 359 which prescribed the systematic expansion of the PS through a network of regional depots under a governing Procurement Policy Board.

- In order to take full advantage of bulk procurement in line with the government efforts to standardize supplies and materials, member-agencies are precluded from obtaining similar supplies appearing in this Price List whether of the same or another brand, from sources outside of the Procurement Service. Agency Accountants and Auditors are enjoined to refer to their functions under Part IV-A pp.8 and 9 of the joint Commission Circular No. 77-2 of the Department of Budget and Commission on Audit.

- Pursuant to Joint Memorandum Circular No.1 s.1996 dated August 1, 1986, prescribing the use of metric size of paper, (A-4) 210mm x 297mm, the PS will no longer carry on stock other commercial sizes of paper effective October 3, 1998 except for limited quantites of legal size bond, mimeo, onionskin and copy paper

- The brands indicated herein are those available from current PS stocks; deliveries by PS of brands other than those indicated in the Price List are of Equivalent quality, quantity and packaging and conform with established standards and specifications.
